No, it's not. Wanted may be over the top, but it isn't silly. Shoot Em Up is over the top and silly. I know that's the premise, but I just felt so stupid watching it.

Wanted is a much silly as Shoot Them Up, it just you preferred one to another and didn't really want to think about silliness of guided bullets and brotherhood of assassins following orders of Magic Loom.
It just that STU had the drive that Wanted lacked for most the movie.

Wanted and shoot'em up are equally silly, but one takes itself really seriously. You know what action movie is massivley under rated in my opinion? Death Sentence.

Shoot 'Em Up was more cartoonish and silly, despite both movies doing crazy, over the top shit (Wanted took itself waaay seriously, like Rem said). Both flicks were entertaining, but I liked Shoot 'Em Up more.
