It's a gang sign for the Elephants. We have them out here, too, smattered across the North Side of Chicago. He's holding the sign wrong, though, the fingers should be pointed down. When done correctly, the pinky and the index finger symbolize the ears of the Elephant, while the crossed middle and ring fingers represents the trunk.
