Yeah, FES should be on the list. But I think most of the people voting for it would be the ones that skipped out on Persona 3 in the first place.
FES is still a new game with it's own plot line continued from the other, it's like half a sequel (hell by it's length you could still call it a sequel) so I don't see why it (The Answer not The Journey) couldn't be added to the list.

I have more sand in my vagina for MLB 08 The Show not on last month's poll. It is a new game, there is no reason to exclude it at all.

The HL Episodes expand on the original and use lots of existing assets. They can be played on their own, and, at one point, so could the big chunk of new content in FES. FES gets weird because of new stuff integrated into the original game in such a spread-out way, though.You'd be stupid to. The argument can be entertained with something like Orange Box, as it has 3 games with completely different play styles and assets. FES just expands on existing assets.
I just don't think it makes sense for people to vote for FES as April 2008's game of the month if they're taking any of the original Persona 3's content into account. Like mannerbot said, there'd be a good amount of people playing P3 for the first time and voting for FES. Which just doesn't work... for science!
