If I recall Doom 3 had a similar idea behind it like Quake I, which was that they were pushing a new graphics engine and were worried about taxing computers too hard. While Quake I was a whole new design they went with a more horror approach in Doom 3 to spread out the amount of enemies at once. However, I think that system power advancement was faster than they expected and they ended up holding themselves back too much (which they then later tried to overcompensate for with Rage's scaling engine).
And what Joust said: Doom 3 was good but was not the awesome corridor shooter many wanted.
