I think Japan just favors it's style of gaming as neo said. Nobody can doubt the western influence on RE4 though, and it's on the list, which suprised me really.
No one wants to take the time to translate stuff that won't sell to xenophobes anyway.
I hope next generation we don't release games over there and MS doesn't even bring the XBox 3 at all.

This is regularly run feature in the magazine, it's not truly representative of what people think are the top games. It's just what people with a lot of free time vote for. Obviously, mainstreamers are more likely to vote for recent titles.

This has a lot to do with the long standing bar on Japanese consoles (save for Korean-made clones) that led to the dominance of PC gaming in the region. Couple with the popularity of internet cafes, online gaming is very popular there, and so Korea seems to have as much in common with Europe as Japan as a result.
You can call Western games as generic as you like, but you cannot deny that Japan, once the bastion of all that was innovative and holy to so many gamers, is producing far less than it used to. Remember when Japan was the #1 region? Tastes have changed and Japan has not.
And how many years have Western developers been making "WWII shooters" and "generic RTS" games compared to the tired random battle RPG shit that's been clogging Japan's gaming arteries? Shit, just look at that list.
I agree Melf for every classic game from Japan we get 15 "Rogue Galaxy's" which are pretty much palette swaps of Final Fantasy.
