No they do a reset of the ladder, it's a competition to get to the highest level fast enough. They reset the ladder like every 2 years which means everyone starts over again.
Ladder characters get access to a few extra items that aren't in the game with a non-ladder char. There is no downside, really.
Blizzard does reset the ladders every once in a while, which will only convert your ladder character into a regular battle.net character. You won't lose any items or experience or anything.
Battle.net characters of both types will be deleted after 90 days of inactivity.

Yes, you were extremely helpful. I thought it would be weird if they reset like the others were saying, since when you create your character, the ladder character option is defaulted.

level 16 cold sorc in USEast - TstTst
so if anyone wants to play, let me know...since I never really played it before this last week or two, I have a feeling I'm leveling up all wrong, and feel quite lost.
But it's still fun.

If anyone is starting up new chars I got a slick-ass battlemage midrange unique sword and a nice unique midlevel axe.
I throw most uniques straight out.
