Cecilia was all excited to have a relationship with Garrus when she got ME2 because she couldn't in ME1. She did that on her first playthrough and then said it was weird and they were better as "just friends".

I really need to play through Mass Effect 1 and 2. I remember somebody saying they are as close as we are going to get to a modern day Phantasy Star series and that got me really hyped up for them. I've tried to start ME1 twice. First time I made it to the citadel, second time I got access to the ship. I just need to power through and keep going.
