My grandparents lived about 30 minutes outside of Panama City, so i visited it a lot. I am qualified to it sucks unless you just love backwoods, daily thunderstorms, old grizzly people who have never left the state, and fucking teenagers. Putt putt was nice last time i was there, BUT THAT'S IT. The Jacksonville area isn't bad.

Well, according to the site that E linked to, a city like Olympia does get some snowfall, though not a huge amount. (Certainly more than I'm getting now though.)
Portland, Maine seems to hold potential. 40%~50% of days cloudy throughout the year, and an average of 20" of snow in the winter! Plus, NE probably gives me a better chance of finding a very Silent Hill-esque city. *heh*

Generally speaking western washington doesn't get much snow. Usually about a week or two's worth of days throughout the winter with 6 or more inches of snow. Forks is out on the peninsula so I can't imagine it snows all that much either, it's near the rain forest, though and it's pretty wet out there.
Eastern washington (east of the cascades) is a whole different deal. It's like a desert out there and the season changes are much more severe.

I thought AZ didn't have a state tax. Hum.
Also: Jacksonville is terrible.
Looking it up, the only states without state income tax are:
Texas, Florida (as mentioned), Alaska, New Hampshire, Tennessee, South Dakota (lol who cares), Washington, Nevada, and Wyoming.
Alaska and Washington are nice, Texas is alright, in the hill country. New Hampshire is probably awesome in the fall, but I'm not sure about anything else.
