What you need to do to avoid fees is first click the "Personal" tab on the screen where you enter the recipient's e-mail address. As long as you are transferring the money out of your PayPal balance or from your bank account, you can use any of the personal reasons (gift, living expense, etc.). However, if the money is taken from a credit card or out of PayPal Buyer Credit (which is a line of credit from a third-party bank), you will be assessed a fee.

You can do transfers for free online through bank of america if you both have that. I'm sure other banks offer similar services if you don't use BOA.
