e: or it could also fall into the genre of "shitty sequels nobody asked for", ie: highlander 2, mortal kombat annihilation, taken 2, weekend at bernies 2

Finally watched this beginning to end.
This has to be one of the best direct to video movies I've seen in a while. I'm surprised Syfy didn't air it at least once on tv first before putting out the dvd. (That's jokes if some of you can't tell).
It wasn't horribly horrible, but it was no Raid either. Like Rumpy said, it had some cool cinematography.
I won't ever watch it again though. The cartoon blood annoyed me and the way it would look like film one second, hi 8 the next, and really clean digital video the next drove me nuts.
I thought the helmut looked way oversized and goofy, but Urban had the perfect Dredd grimace.
It goes to show that you don't need to have a billion dollar budget to make a dumb comic book movie, but if you don't have that budget, you probably shouldn't bother.

Karl Urban says at Comic Con he and Alex Garland are actively exploring the possibility of a DREDD Sequel.
One of the best pieces of news out of Comic Con if true, IMO.
