I'm not so sure that's a great idea, though. System Shock 2 had a lot of brilliant ideas but a lot of the PSI powers were pure crap. PSI was the most interesting part of the game, but the reality is that a lot of the abilities and powers (both PSI and non) weren't that great. What Bioshock tried to do was simplify the use of powers while keeping the element of choice.
The original Bioshock succeeded at the former while failing massively at the latter. Bioshock Infinite does a much better job at the latter, at least in 1999 Mode, but I don't think reverting wholly to the pseudo-RPG structure of System Shock 2 would be a good idea.
System Shock 2 fans should buy Infinite and play it on 1999 Mode.
