No, that's not the explanation. Strange sets up Arkham City and yes, Protocol 10 is his end game, but the events that happen in the game were largely not at his command. Not sure how you missed what was happening, but you needed to pay more attention to Joker.
There is a group of the location "take a picture" Riddler puzzles that flesh out the events of AC being made too. Brilliant story when all is said and done. I just remembered I haven't listened to all the interviews yet. Need to visit Calendar Man tomorrow too.
Calendar Man tells a story if you visit him on holidays. Also, there's an achievement if you see all of them in one year.

Also, such a neat job by Rocksteady that the inmates' post-game banter reflects the events of the game/ending. They did an amazing job with this game.
