That's actually a good point. Nintendo announced digital GameCube games a while back, so that could be the equivalent of the GBA games on 3DS.

I can't see Nintendo releasing Mario Sunshine as a $10 downloadable title when they could slap "New Play Control!" on it and sell it at retail for $40.
