Emulation and Frequency Differences: Good/Bad Emulators and Settings

I can't deal with either of those things! They are both dealbreakers.

I don;t understand why every emulator doesn't just default to the video cards native refresh rate. A speed difference of less than 1% is always preferable to tearing.
