Not at all, least I haven't found it to be so. I find you can typically stay in first with skilled driving. For me I find that if I can stay in first and get a good lead going by just driving well, that 8 or 9 times out of 10 even if I get hit with a blue turtle shell I'll still win the race. I thought it more followed along the lines of the DS one than any of the other games. Plus I love the addition of bikes.

I still felt the SNES was kind of bad with the rubber band AI, though yes the N64 one was horrible about it. Like you said the very definition of it. It's why I don't like those 2 at all. Its why I just don't care for the SNES, or N64 ones at all. I'll take the GC, DS, or Wii ones over those any day of the week.

In the SNES one you could easily lap the worst racer. One dude was picked at the start of the game to be your rival and he was a better driver than anyone else, but that game did not have rubber band AI. It had some pretty tough AI on the hardest setting where every driver was great so there was this snake of karts tearing you a new ahole if you ever got in the way of it, but it never cheated like the N64 one did. You could even see every driver's position on the map, it would've been obvious if they game undeserved speed boosts to keep the game "interesting." It also had a fair item roulette that was determined by when you pressed the button, not by what position you were in, giving the best items to the clowns in the back (although the AI did have their own inherent character abilities that they could use at any time, like the bros.' invincibility).

The blue shell is utter bullshit and it ruins you. Why should 8th place determine who wins first or second place at the last possible moment? It's ridiculous. Fuck that shell and fuck defending it.

64 was the multiplayer game for my dorm buddies in college. Come to think of it, that was the last game I played a significant amount of local multiplayer.

The only thing I absolutely cannot stand about the series online is the snaking bullshit that you have to do to be competitive. I hope that shit is gone from the 3DS one.

I agree with Yoshi about the snaking in the DS game, absolutely ruined online for me other than playing tnl peeps. I could snake to win also, it just wasn't fun.
