That seems like a perfectly good reason, albeit one that is in the favor of publisher.
The reason is awful too. The Japanese MSRP is ~$90, so they're afraid Japanese people may import the US version to take advantage of the weak dollar, since the game has both languages in both versions.

I'm actually glad you're pumped for it. I am pretty pumped for it as well, though having a 30-40 hour storymode apparently is a little weird.
Well, Persona is an RPG if I'm not mistaken. I'm not surprised they added a separate story to it. I just don't give a shit about the one player mode unless that's how you unlock characters and then I'll lose my shit.
