If they still paid licensing, popular or not, they're probably banking on recouping it with the +$5. Plus I'm willing to bet those "market studies" that companies do bore out that the possible drop in sales between 15 and 20 price points was so slight that 20 still yields the highest total sales.

Like I've always told Yoshi - you want something so niche and yet so high in production value? Get ready to pay a premium for it. SF3 was niche enough, Jojo is a damn speck in that niche, and tied to a manga no one cares about. You better believe Capcom's aiming to milk everyone in that small "gives a shit" camp.
