Re-run one of the Most Wanted ladder races; all of the road blocks and spike strips there are per-positioned and always spawn. There should be 2-3 in a race (in the ones I've done so far, anyway).

Eventually the cops will deploy spike strips on the move. They did on the McLaren and Lexus.

yeah I just got my 5 spike strips with whatever the most wanted lamborghini was in one of its hard races, didn't really care about the tires I just wanted the trophy
