I think I understand the logic.
Card games on mobile are pretty popular right now. Plus, creating that kind of game isn't as intensive in play testing, balancing, and art creation as a fighting game.
Bitch and whine, but it's the path of least resistance. I love KoF13, wanna see another, but I'm realistic in knowing that I'm part of a niche audience in this regard and the patronage of me and the niche may not even cover the costs of developing another one.
I really like the Tekken series of games.

Most of that work is already done and waiting to be recycled. They just need to make a handful of new characters and a few stages and music tracks. The rest is all balance and tweaking. I just don't think it's time for another KoF just yet. KoF XIII should keep the fans happy for a while yet.
That's SNKP's major problem, they have been taking the path of least resistance for years now. If it weren't for the fact that they made KOF13, thus proving that they actually can make a good game, I would just want them to die completely.
