The character wasn't even particularly interesting doing that, either!
Ronan the Accuser is there to rage out and make confused faces at dancing. Doctor Who Elf was sort of just there. Winter Soldier was a superninja and did superninja things but nothing really past that in the way of a personality. Jeff Bridges was a modern video game boss yelling "TOH-NEE" a lot. Whiplash sure had a Russian accent. I forget what was going on in Iron Man 3.

What they did was probably more interesting than what would have happened had they played the character straight.
While the original Iron Man is one of my favorite Marvel movies, someone explain what is motivating Jeff Bridges’ character in any way that makes sense. You can't do it.
IM3 completely ripped off the bad guy plotline from The Incredibles and Batman Forever: hopeless nerd is rebuffed by their hero, re-molds themselves into their image and begins an obsessive campaign to one-up and destroy them.

Just an aside, in the David Hayter AmA, I read that the what happens to toads line was supposed to be spoken rather blaze and uninteresed. Apparently josh whedon was as surprised as everyone else when Hallie spoke it like it was the most important part of the film.
