    Kwirk was called Puzzle Boy in Japan and had a PC Engine version. Puzzles might be different, but the gameplay is pretty much the same. There's also a remake of Puzzle Boy in Shin Megami Tensei III Nocturne.

    Had some of these been developed ten years later, they would have been gross collections of micro-transactions. Car Battler Joe would have lent itself especially well to this. It didn't, though, so I will keep it and love it always.

    I think the GBA could be a contender, and I am still learning about some of its Japanese releases, though admittedly many of those that interest me are ports.

    I agree with the first part, but not the second. Almost all of the Wii games that I've actually enjoyed would have been just as good, if not better, without the waggle. Stuff like Super Mario Galaxy might not work so well with a standard controller, but I'll happily play it with an analog joystick and mouse.
