Eh, I think that's splitting hairs at this point.
This is an ambitious topic but at the same time I think it may be a little TOO broad even with all the qualifiers, perhaps if you made several topics across the past consoles gradually going to the present it would be easier to break down and declare some "winners". Personally I'd love it if all the old stuff just got collected into various editions in HD which is why newer consoles benefit from that stuff.

A collection of worthwhile licensed games could actually be feasible, though the hardware to play them would suck. Of course, that's all based on old licensed games. Stuff like the Arkham series will now be available indefinitely.
I meant a collection of the original, physical licensed games.
I don't think that's necessarily the case since compilations have been slowly added to the Virtual Console/PSN/XBLA markets and they mingle pretty well with the indy and the original PSN/Live Arcade games.
I'm not sure if they're like huge sellers or anything but the legacy titles aren't totally forgotten by any means although it still strikes me as odd that Konami doesn't have entire compilations of Castlevania and Contra.
