cvs2 does that yeah.
3s is my favorite fighting game because it lets me beat players who are worse than me. You are not allowed to just run a block string trap pattern, if you are predictable you will lose.
At high level play the game is broken and stupid, because you have to resort to pretty silly random poking games, and cr mk super. But it's amazing at the level just below 'win at all costs'.
Another negative is if you are not on a very close skill level as your opponent, the match will be a blow up, and not really fun for anyone.
I love 3s throws, to merge these 2 topics. There's a throw break but I don't feel like it slows the game down too much. I think any game with f+attack throws probably has 0f throws because that might be the only way it works? Or maybe 1f, I have a vague memory of a game that would give you a whiff throw animation even though it was a f+attack... cvs2?
I prefer 2 button throws but I can see why people would like the other.

I still maintain that 1/3 of resident evil 6 was good.

I like Resident Evil 6. It's a perfectly cromulent third person action game.
They're ditching GFWL in favour of Steamworks for the PC port of Ultra Street Fighter IV, and planning to release it around the same time as the console game.
I have to give credit for that.
