I still want the situation with the parents cleared up. Did they know of people getting ice powers? Did she inherit them from one of the parents, and THAT'S why they thought locking her up was a cool solution?

I think the parents knew she had powers? Not 100% sure.
My issue isn't that they locked her ass up. It's that they announced that they would help her to control her powers, and then they locked her up and basically left her to rot. That ain't helping her control shit.

Well, they lived in a world where magic existed already, right (did they? I don't remember)? Find someone to help the bitch.
Or, barring that, just have her practice until she gets the hang of it. Anything other than just locking her away and forgetting about her, especially when she's the heir to the fucking throne.
It all felt super rushed to me. I think the whole movie after the time skip was like 48 hours, max.
