More alternative facts? Quinnipiac has him at 36%, which definitely seems more based in reality. Looking into Rasmussen's methodology, there appear to be some pretty glaring flaws - they're only counting people they judge to be "likely voters", which is the same interpretational error that made a Trump victory look all but impossible. And on top of that they aren't asking people, 'big picture, do you approve, yes or no.' They're asking a selection of policy questions and extrapolating the interviewee's dis/approval from that. In a system like that, the ability to slant the numbers however the pollster wants isn't a bug, it's a feature.
