Current day Sega has had it's moments(Rez,PSO and it's ilk) but Namco has surpassed them, overall.
Namco... by a hairsbreadth.
This is based on their recent fare. Yu Suzuki keeps it close with Virtua Fighter 4 and Ferrari F355. VF4 does edge out Tekken 4. Ferrari F355 is good. Namco has 500GP, which is my favorite arcade racer between the two companies.
Takashi Sano is hard to top with the Crisis games. While Namco's gun games run on hardware less powerful than Sega's Model 3, the gameplay of a Crisis game is superior. Dodging (or blocking in Crisis Zone) adds a bit of realism. While it is definitely possible to clear a Crisis game on one credit (there is no cheese factor... if you get hit here, you clearly goofed), the challenge is to go for a better score next time. With practice, you can negate storms of projectiles such as missiles and Naginatas.
Sega's LA Machine Guns has superior graphics and good play but it gets a tad cheap occasionally (there are too many innocent bystanders, and occasionally you have too many missiles coming at you).
My personal preference for the Crisis series and 500 GP gives Namco the one-point lead.
Finished in 2021: 8 games (PC: 4, PS4: 2, PS3: 1, X1: 1)
