Sega has left plenty of titles in Japan... because they wouldn't have sold a damn in the US, mainly. I think the bigger offender is actually Capcom for culling the board game from Project Justice and not releasing Vampire Chronicles or Puzzle Fighter DC in the US, which had a shot a sales. Sega had a few games that might have gotten decent sales in the US if given the chance, but it would have been a risky venture any way you look at it.
Sakura Taisen series would take just too much translation effort to be considered profitable, adding in the first two games are likely to feel dated to even people who are into that kind of thing.
