Well, pretty much all traditional RPGs fall under this category. Shenmue does as well.
Eh, I think that if it's a game, it's a game. Erm, yeah.
But I'd like to throw on the entire Adventure Game genre, namely the LucasArts games and Clock Tower. I mean, they're not very interactive, but they're some of the best games known to man.

i absolutely love Xenogears' battle system... so i don't think it's fair to say that it has no gameplay...

That title might seem contradictory but what I'm talking about are games that lack in what is traditionally deemed gameplay(action or thinking) and are more of an "experience" than anything else.
That's really hard to define, but I think just about every game requires some kind of thinking.
Here are a few titles, that I think seem to break away from the normal thought of game design:
D's Diner: (AKA D, for the PSX,Saturn and 3DO) This game was a cinematic adventure. Sure it was short, did'nt have a long amount of playtime, and some would say it was a waste of $50 to play such a game, but the game was quite a unique horror story. It had moments that just game me the creeps, but was a great experience.
PSI 5 Trading Post(C-64): This game did'nt require you to have reflexes, build anything, or level up. It was all about picking the proper crew for your ship, managing the power levels to your engines, guns and life support, and keeping your cargo safe from space pirates. The game was just a blast to play, but played like nothing I've ever played before or since. It is an experience unlike any other.
