Protector of the common man, or vile enemy of the state?  You decide!
Well, since you ARE the state, that's a pretty easy decision.
If a citizen becomes unhappy enough with your rule, he or she may head for the hills, where the rebellion will attempt to grow strong enough to launch an attack on your palace.  While they are getting ready, they will occasionally launch an attack on one of your fringe buildings.  If you don't have a strong military, you may find a building or two lost every year to the rebels... and you had better hope the palace isn't one of them!

Comments:
Life on Tropico isn't always rosy. Any Tropican native can become dissatisfied enough to become a rebel... even the females.
Female rebel sneaking around But don't let the gender fool you, she can shoot as well as any man and she's on a mission- to rid the island of your tyranny. She tends to attack soldiers on sight before disappearing back into the depths of the rainforest.
If things get bad, only a strong military is going to stop a rebellion.
