The elderly can be crucial in passing on family traditions and a lifetime's worth of wisdom, a bridge between the youth of today and the beliefs of the past.
Well, except on Tropico.  On Tropico, these senior citizens are a subsection of the population with their own health care needs and personal desires.  They wander the island, so they notice all of the natural beauty and all of the pollution you allow.  They also have a large family tree beneath them, so upsetting them can filter through a lot of younger, more powerful citizens.

Ah, retirement... that idyllic period in life when you can spend the whole day walking around, feeding the seagulls and talking to the kids. That's what the government calls a freeloader!
Be cautious, though. Your society's elders still have families and strong political views, as well as time to spread their views.  Since they walk around all day, they also see a lot.  Sure, they don't pose the same threat as the military or the rebels, but if you have time, it might not be unwise to look after their needs anyway.
