Once your island's children grow up, they will be ready to either join the working class or go to school.  Even citizens who have been a part of the working class for years may wish to go back to school.
And naturally, if you provide an establishment for higher learning, your people will be able to educate themselves and work harder, smarter, and in careers you would otherwise need to fill with immigrants.  You know that they hate it when the rich jobs go to immigrants...

I just finished my treatise on 1940's Tropican History as it relates to the manufacture of rum and tectonic movement! Gotta get to class! Comments:
What cost, success?  Oh, what a situation you may find yourself in if you build the National University of Tropico only to create an Educated Class which sees through all the propaganda!
Despite all of the benefits of an educated populace, is it worth the burden of controlling a new group of people who can't be fooled?  And what do you do when they take History 101 and learn about Stalin?  Mao Tse-tung?  Mussolini?  Will they still follow the whims of their Presidenté, or will they teach the farmers the meaning of "Revolution?"
