If this guy is walking around your cities much, you have been doing something wrong. Better make more jobs available, and quickly! Not only will he bug the tourists, but he could be employed at a job which makes you money!

And speaking of money, if he doesn't get some soon, you'll have a dead man laying in the streets. That can't be good for your popularity.

Don't be fooled, Tropico isn't a Utopian paradise. Just as there are rich people on your island, there are poor.

Thanks to your policies, this woman has no job and possibly no money to buy her food. Chances are good that she lives in a "home" like this one. She won't like you for it, the citizens won't like her wandering around their nice cities, the tourists will be offended, and the rebels will have an easy recruit. Give her a place to work, and fast!
